This year is definitely an anomaly with all the cold weather/snow across the US. Snow accumulation definitely feels abnormal - where I live, the Christmas snow lasted a few days. As a result, it isnt too surprising that they don't have a major snow contingency plan built around several snow days/ice storms.
2012 was the warmest, and most extreme (or second most extreme in some reports) weather year, ostensibly as a result of global climate change. While the planet is warming, overall, the change in the temperature of the seas is causing shifts in the weather patterns. This is what results in some not typically cold areas to be colder than normal. It seems that 2013 is following in the footsteps of 2012.
