CNY is the last major Chinese (Mainland) holiday before you go to HKG. Since your trip fall between May 1 Golden Week, so the hotel pricing will be majority based on Mainlander's demand.
China's economy seems to be slowing down now. So the traffic in CNY is definitely an indicator on how likely the hotels will jack up their greedy wallets.

Langham Place is located on Shanghai Street. Anyone who have lived in Hong Kong long enough know that it was used to be a place for prostitution. The development of Langham Place (and re-development of Shanghai Street) brought some changes to the area. But not that much.
Royal Plaza is simply too far away. Even it seems that there is a Mongkok East MTR Station for East Rail Line. There is no direct route going to Mongkok MTR Station.
My recommendation depends on what you are looking for.
