When a screener puts his/her hands in a carry-on and removes an item which is then tossed in the trash, that item has been confiscated. Look up the definition of "confiscate."
What is it about "tracking" that you fail to understand? Government "tracks" murders nation wide, does that mean that it is the one committing those murders? Come on dude, get your head out of the sand for a moment. Take a walk and clear your head. Read a book. Do something other than buy into the ignorance of the other posters. And then actually read the OP's quote. Maybe you can get beyond the bias and see what was actually written.

As for your last minute addition, wrong. We give the list of options to the passenger and then THEY get to choose which one fits their situation best. We dont "confiscate" anything, but if a passenger decides that they would rather abandon it at the checkpoint than take one of the other options then the TSA is required to deal with it. I'll throw your own words right back at you, Look up the definition of "confiscate."
