Tiered pricing already exists in the MLL. From the AC website:

Gold for Super Elite and Elite members

Silver for all other qualifying Air Canada customers (including Executive Class passengers)
An upgraded bandwidth speed for all of your browsing, e-mailing and social media needs.

Bronze* for Star Alliance Gold cardholders traveling in Economy Class and guests from other partner airlines.
Regular bandwidth speeds for web browsing and e-mails.

*Bronze Level Bandwidth can be upgraded to Silver for $3.99CAD for a 24-hour period."
