That is fine then isn't it? If you have filled up just before returning it, then when they do top off, they will not be able to add anything to generate fuel costs to you
I would expect a location to charge should their refuelling show that the customer didn't refuel
Are they, as you seemed to suggest, charging for fuel regardless if the guage fails to show full on return ( despite fuel purchase receipt ) or are they saying that they will attempt to top it off to verify it?
If the latter, then I don't see a reason to be upset
