From the airport you can walk to downtown along the harbor in about 30–45 minutes. Go have lunch somewhere and then just wander around or find a museum with something that interests you. Due to the airport location you can fill the 4.5 hours pretty easily without any extra cost. You could walk to the beach in about an hour also or take the 923 bus there for 2.25 each way.
