All you really need to do is charge the food, whether is happy hour or not back to your room and then you can have the front desk apply your certificates to your room charges. I've done it many times, (Fairmont SF and the Fairmont Santa Monica) and never had any challenges.
That's exactly what we did for ALL our meals. They dissected those bills and wouldn't let us use the certs for alcohol or taxes. We'll see what happens at the Kea Lani in Feb.
