There is another thread discussing this very issue that you described above. The summary is that there are many issues with booking QR flights and most of the agents claim that it is not possible to book QR flights anymore (they don't see the availability that shows up online). What you need to do is to book online if you can (even that doesn't always work) and call later to add UA/*A segments once the original reservation is ticketed.

Your quote contradicts your conclusion - it says that award flights booked by 9/14 will be honored as ticketed.
