I'm not sure that's correct. Here's what I found on the DoS website for the standard mail renewal form (DS-82):

Submit form DS-82 if ALL of the following are true:

Your Most Recent U.S. Passport:

*Is undamaged and can be submitted with your application
*Was issued when you were age 16 or older
*Was issued within the last 15 years
*Was issued in your current name or you can legally document your name change
Wouldn't a marriage license constitute legal documentation of a name change? I know it's acceptable for changing your last name on your driver's license (at least in New York State).

If the passport was less than 12 months old, you can use form DS-5504. It's an even simpler process and you don't have to pay the passport fee again.
