The floods dissipated quickly, and are no longer a factor. Yes, it's supposed to rain during each of the next 5 days, but the current wave of storms is arguably too mild to cause a hiccup at PEK. That having been said, even when the weather is perfect, 1-hour delays are common for afternoon departures. The airlines know is, and have padded their schedules accordingly (it does not take anywhere close to 14 hours to fly from Beijing to Toronto).
