It never used to before. RCC agents (and other gate agents) could do stuff in Apollo when the flight had been closed to checkin.

I've been rebooked during IRROPS on flights where boarding had already started, been issued a BP and been told to run.
In Apollo agents who had a "GA" or "PD" sign could still access a flight after it had "been taken to the gate" which restricted the flight to agents with GA and PD signs. All gate agents had GA signs so any gate agent coulds access any flight at any time. In SHARES when a flight is restricted it is restricted to a specific set of computers (a maximum of 5). Flights are typically restricted to the gate t-30 domestice and t-60 international.
