For a strictly tourism visit- you are correct that IC is not the best location- however it is very well regarded. I wouldn't personally pay $100 a night to stay at a casino in Cambodia- for that price or less you could stay at the FCC, and while the FCC is not perfect- it is very scenic for tourism visits. Of course the Raffles can be had at times for <$150- in which case it may be worth it (for me it would be, however everyone is different).
The Nagaworld location, while not bad, is not perfect either.
Actually the Nagaworld location isn't bad at all. And the IC location, while far, at least is on Mae Tse Toung and, outside of morning and afternoon traffic peaks, you can get most anywhere without too much problem. The IC is not a place to be walking from though.
Don't know if it was a mistake or not, but the IC was listed at 5000pts for a point break recently.
