Either they don't know the official website comments or they are just doing what they have been. They are only allowing Delta and American customers to use PreTSA at the airport. Then again maybe Delta and AA are paying for it, so they want to only give their members the perk.
No, the TSA agents is doing exactly what the website says. Currently the only participating airlines are AA and Delta. The airline must be participating at the particular airport before you can even potentially use TSA Pre.
Being a GOES member just means you can use the program without being invited by the airline, but as I mentioned above, unless you are flying AA or Delta (currently), you are not even potentially TSA Pre eligible at any airport.
