Amtrak has taken the position that you may not book a train segment that begins on a blackout date, regardless of whatever other segments you have in your itinerary. This keeps you from booking a throwaway segment to get around the blackout. Unlike the airlines, Amtrak doesn't really have a way to see if you missed a previous segment so they can't enforce it by cancelling the rest of your segments.
