That's about the size of my LL Bean tote that is no longer offered.
It was gate checked (mandatory) on a RJ service from IND a few weeks ago.
There are certain Regionals that will not take much more than a very small purse sized carry-on. Nothing is guaranteed.
But yes, MOST RJ's would probably take that onboard OK.
