That's correct. The 1500 TQPs are only good for getting you to A list or A list + or the Companion Pass. They don't count for anything else and aren't redeemable for anything else.
Basically, there's three different but overlapping categories of points:
- Rapid Rewards Points
Points that can be used to purchase airfare (60 points per dollar of WGA fare, 100 points per dollar of AnyTime fare, and 120 points per dollar of Business Select fare)
- Tier Qualifying points
Points that get you to A List (35,000 pts), or A List Preferred (70,000 points)
- Companion Pass Qualifying Points
Points that count toward the 110,000 needed to earn the Companion Pass
(The 35K/70K/110K figures are for a single calendar year. Once that level is reached, the respective status is earned for the remainder of that calendar year and the entirety of the following calendar year.)

Okay, so I'm not entirely successful, as I have question marks myself:
The
Terms & Conditions explicitly state that Tier bonuses are not CPQPs, but does not make the same statement for TQPs. However, for TQPs, it states that only points from revenue flights or the Premier Visa count. So does that mean that Tier bonuses are TQPs? I don't know.
Many people on this forum have said that the Visa Signup bonus (currently 50k for the Premier card) does count as CPQPs, but the T&C state that points earned from Parter Bonuses do not count. Is the signup bonus not considered a "bonus"? I don't know.
And as for Transfers from Amex, I have no experience with that, and don't see any reference to it in the T&C, so I have no idea how those work.
If someone wants to fill in the blanks (or make corrections), I'll be happy to make updates to this table.
