You are probably right. But I don't recall being rejected for being waitlisted. I also don't see why CX does not allow it for a non-status member especially when s/he is holding the upgrade voucher.
My LH status was attained two years ago. It's valid for two years and I am not renewing it. (I will pull out after I overdraft 160,000 miles from my LH account soon.) You don't need to fly a lot to attain SQ status and you can double dip with SQ. I put some SQ miles into NH to gain the latter's Platinum. It is CX that I felt I had to fly a lot.
