If late checkout is available for a fee, does that mean that it's available?

Let's say I'm at a resort, and I ask for late checkout, and they say "sure, it's available, for $75."

And I say "I'm a (lowly) SPG Gold, so since it's available, I'd like it for free."

And from this point, the conversation doesn't really go anywhere that I'm happy with.

The reason that I'm asking is that for the first time, I'll be going to to a resort in a situation where a late checkout is actually a significant benefit. Given past experience, this is a realistic possibility and I'd like to be prepared to handle it if it does come up.
If it is available for a price, it should be available on a complimentary basis for an elite member in SPG.
