Was this a recent stay? Last time I was through there it was 1 beverage + 1 food item from the coffee kiosk.

Unless they've made a favorable enhancement recently, breakfast has always been explicitly continental
only, if you want (take) hot food items from the buffet, you're supposed to pay the difference.
