The Koala Park at West Pennant Hills, Featherdale Wildlife Park come to mind where this is legal and in fact encouraged.
I can't find any citation says that poking at koalas (or petting or whatever they might call it) by unlicensed people is legal in NSW.

I stand by my comment that if it isn't illegal then it should be.
