Another data point, to report a nice sneaky maneuver by Citi. I already have a Citi AAdvantage Visa. On 2/28 I applied for Amex anyway. They denied under "first time only".
However, today I found they mailed me an Amex anyway, but tied to my old account! I am sure I don't get any bonus for it, although I'll call and confirm tomorrow. I really don't want this card, I wanted 75K miles. Oh well.
Update - Turned out that the two events were unrelated, other than the coincidence of timing.
My Amex app was denied due to having Visa.
At the same time, my Visa account had an Amex added to it for 5K miles - you only need to activate, no spend obligation. I didn't want that Amex, but for 5K miles decided to keep for a few months.
Still have a 75K Business app under review.
