You are wrong, shore pass for Japan is good for max 72 hour. Excrept from IATA

Visa required.
Passengers transiting only are exempt from holding a visa when:

Those continuing their journey to a third country on the same day. If transit time is less than 72 hours, and passenger is departing from the same airport of arrival, a Shore Pass (subject to approval by Japanese Immigration) will be issued.
Another intermediate landing in Japan is possible:
- only when travelling on a domestic sector of an international flight; and
- not leaving the city and vicinity where the airport is located.

Those holding a Transit-Pass issued if:
- transit time is not more than 3 days; and
- departing from another airport (or sea port) in the neighbourhood of the airport (or sea port) of arrival.
Both ports in the neighbourhood must be listed within the same group listed below.
a. Group A:
(airport) Narita, Haneda, Nagoya, Niigata, Komatsu, Yokota;
(seaport) Tokyo, Yokohama, Niigata, Nagoya;
b. Group B:
(airport) Osaka, Nagoya, Komatsu;
(seaport) Kobe, Nagoya;
c. Group C:
(airport) Fukuoka, Nagasaki, Kumamoto, Kagoshima, Naha (Okinawa), Kadena;
(seaport) Hakata (Fukuoka), Shimonoseki, Naha (Okinawa);
d. Group D:
(airport) Chitose (Sapporo);
(seaport) Tokakomai, Otaru, Hakodate, Muroran.

Transit-Pass facility is restricted to transit between Narita and Haneda, Narita and Yokohama, or Osaka and Kobe only for nationals of Vietnam.
The following should be taken into account even if holding a Visa:

All visitors must hold confirmed onward or return ticket, proof of sufficient funds to cover duration of their stay in Japan and documents required for their next destination.

An unexpired visa in an expired passport may be used provided the passenger also carries a second valid passport, which must be officially bound with the expired one. A valid visa in an expired passport, can be transferred to the valid passport by any Japanese consulate.
Certain Visa regulations apply as follows:

Non-compliance with entry regulations may result in fines for the carrier of JPY 500,000.- and refusal of the passenger.
