I am not sure what you meant by "not have any banks that are part of the Global ATM alliance" but I am seeing Plus and Cirrus everywhere now. Fourteen years is a long time. I don't recall if Plus or Cirrus was popular in Taiwan 14 years ago though.

It may not be that easy to waive the fee. Most Taiwanese banks charge nominal fees when using outside bank cards in Taiwan. I won't be surprised if the ATMs charge you when using US issued cards. You better check with your issuing bank/s as well. One of my credit unions told me last year if I withdrew cash from ATMs in Taiwan, there's a $2 (or something) per transaction from their end.
