Run of the House or ROH is a common moniker used by wholesale travel packagers to indicate that the hotel property has the discretionary right to assign any available room in its inventory. You have paid for a room...period. What you get can depend on your:
appearance
cologne
demeanor
attitude
credit card
rental car
luggage brand
watch brand
breath/body odour
companion's appearance
salesmanship/aggressiveness
If you've scored well, you'll get the better of the available rooms. I know I always do...I'm sorry, I meant to say my wife always does.
