Found this on the Four Seasons Residences website that seems to suggest that building is moving. The picture that they show of the building

Due to difficult ground conditions, delays were encountered on the start of the construction of the hotel, however we are now pleased that the ground conditions in the area of the Central Facilities building which is 80,000 square feet (7,342 square metres) is currently being excavated and dealt with as per our earth consultants; Jaca Sierra. This building is a significant part of the hotel which will house the Front of House Department, Meeting Rooms, Board Room, all-day dining, the major swimming pool, bar and grill leading down to the beach.
