They must be marking it up for you then. I haven't received any special rates on Encore, but they have rooms as low as $199 on their website. Also, the "all suite" thing is a bit misleading. The standard room is 30-50 sq ft larger than a regular Wynn room and they simply put a divider in between the sitting area and the bedroom and put a swivel on the TV so you can watch it in either room. Kinda looks like this:
