I would rate the Hilton Vienna, the Hilton Vienna Plaza and the Hilton Helsinki Strand just slightly below, on the same level as the Hilton Munich City. I personally prefer the Le Meridien to the Hilton City in Munich.
Now I would rate the Hilton Vienna above the Munich City and the Vienna Plaza well below both of them. Sufficently so that I would avoid the Plaza.
I haven't been for a couple of years and the location is a bit of a pain, but I always enjoyed the Hilton Brussels. Good lounge, excellent restaurant, very good bathrooms.
